The Financial Picture in Philadelphia
Philadelphia has a robust and diverse economy, with major sectors in education, healthcare, and financial services. This dynamic economic landscape, combined with a rising interest in investment and a relatively affordable cost of living for a major metropolitan area, creates a significant need for comprehensive life insurance and retirement planning.
Local note: Philadelphia ended FY25 with a $1.19 billion General Fund balance, more than double the original estimate.

Learn more →Why Pennsylvania Families Plan Ahead
In Philadelphia, the median home is worth about $243,000 and the median household earns about $62,000 a year. For most families the mortgage is the biggest bill, so a good starting point is term coverage that would pay off the house and replace several years of income if a paycheck stopped.
About 14.7% of residents are 65 or older. If you are close to retirement, an annuity can turn savings into steady income, and a final expense policy can keep funeral costs off your children.
Pennsylvania taxes income, which makes tax-advantaged savings worth a look. Cash value in an IUL grows tax-deferred and can usually be reached through policy loans in retirement.

Life Insurance Rules in Pennsylvania
Life insurance and annuities sold in Pennsylvania are regulated by the Pennsylvania Insurance Department. Before you buy, you can check that an agent is licensed in Pennsylvania and get help with a complaint on its consumer help page.
If a life insurance company ever fails, the Pennsylvania Life & Health Insurance Guaranty Association steps in for Pennsylvania residents, up to these limits per person, per insurance company:
- $300,000 in life insurance death benefits
- $100,000 in life insurance cash value
- $250,000 in annuity value
That safety net is not the same as FDIC insurance, and amounts above the limits depend on the insurer. It is one reason we compare carriers by financial strength rating, and why people with very large amounts sometimes spread coverage across more than one insurer.
